DNA Registration for Adoptees without Records (Domestic Adoptees)

Pursuant to the Act on the Protection and Support of Missing Children, adoptees deemed to be missing children are eligible for DNA registration. Following the recent reform of the national adoption system, all adoption-related services have been integrated under the National Center for the Rights of the Child (NCRC). Accordingly, NCRC issues the certificate required for DNA testing.

1. Eligible Adoptees for DNA Registration

  • Adoptees who have previously submitted a request for Adoption Information Disclosure and meet one of the following conditions
  • No birth-parent information is available in the adoption records, and the adoptee is recorded as an abandoned or missing child
  • Birth-parent information is inaccurate or insufficient, making it impossible to verify identity or confirm whereabouts

2. Required Documents

  • Application form: Application for Adoptees without Records
  • Consent to the Collection and Use of Personal Information
  • One copy of a valid identification document or passport

3. Certificate Issuance and DNA Collection Procedure

[For DNA collection in Korea]

  • Submit the application form and consent form
  • Eligibility review (Adoption Information Disclosure request history and confirmation that birth-parent information is unavailable)
  • Certificate issuance
  • Bring the certificate and a copy of your ID to a nearby police station for DNA collection

[For applicants residing overseas (Embassy/Consulate)]

  • Submit the application form and consent form
  • Eligibility review (Adoption Information Disclosure request history and confirmation that birth-parent information is unavailable)
  • Certificate issuance
  • Contact the Korean Embassy or Consulate with jurisdiction in your area for DNA collection procedures
  • Proceed with DNA collection at the designated diplomatic mission
